Meeting of the Board of the Ministry of Justice of the Republic of Tatarstan "on law-enforcement authorities of the Republic of Tatarstan"

February 7, 2014, under the chairmanship of the Minister of Justice of the Republic of Tatarstan L. Glukhova performed the Board meeting of the Ministry of Justice of the Republic of Tatarstan "on law-enforcement authorities of the Republic of Tatarstan".
The meeting was attended by representatives of State legal administration of the President of the Republic of Tatarstan, the Office of the State Council of the Republic of Tatarstan, the Cabinet of Ministers of the Republic of Tatarstan, the heads of the legal services of the executive bodies of the Republic of Tatarstan and the staff of the Ministry of Justice of the Republic of Tatarstan.
At the meeting, the Board heard a report from the first Deputy Minister of Justice of the Republic of Tatarstan S. Stolyarova "on law-enforcement authorities of the Republic of Tatarstan", address by the head of the legislative work of the Ministry of Justice of the Republic of Tatarstan A. Karimova weaknesses in norm-setting activities.
It was noted that the draft Plan of work of the Council of State of the Republic of Tatarstan in the year 2013 in respect of draft laws, the subject of the right of legislative initiative speaking Tatarstan Cabinet of Ministers, and therefore the plan legislative activities of the Cabinet of Ministers of the Republic of Tatarstan in the year 2013 implemented fully.
Significant unplanned legislative-draft activity carried out in 2013, the executive authorities, was described on a number of important bills for the Republic of Tatarstan.
Standard-setting activities of the executive bodies of the Republic of Tatarstan in the year 2013, were welcomed.
However, shortcomings were noted, with an adverse effect on the quality of draft legislative and other regulatory legal acts issued by the organs of executive power of the Republic of Tatarstan, including the lack of a systematic monitoring of federal legislation and timely response to changes in federal laws, as well as violation of the terms of the Bills to the Cabinet of Ministers of the Republic of Tatarstan.
Recommendations contained in the statements of the legal offices of the President of the Republic of Tatarstan, the Office of the State Council of the Republic of Tatarstan, the Cabinet of Ministers of the Republic of Tatarstan on legal and technical preparation of draft legislative and other regulatory legal acts, will allow to better develop these acts and to improve the regulatory framework.
