The Ministry of Justice continues the heading #WeareAgainstCorruption, created for the purpose of legal and anti-corruption education.

Today we will talk about such a negative phenomenon as "conflict of interests". The conflict of interests appeared together with the emergence of the state, and today it is a global problem, as it violates the mechanism of the activities of state authorities and commercial organizations. In the civil service, a conflict of interest leads to situations in which the legitimate interests of citizens and civil servants suffer, which ultimately results in a violation of the balance of interests.

Background information:

In the Russian legislation, the concept of "conflict of interests" first appeared in the field of business activity, and the first definition of such situations was fixed in the Decree of the President of the Russian Federation of August 12, 2002 No. 885 "On the approval of the general principles of official conduct of civil servants".

Federal Law No. 273-FZ of December 25, 2008 "On Combating Corruption" links a conflict of interest with a potential threat to the objective exercise of powers, which entails adverse consequences for other persons, as well as for the state itself.
